Referendums seem like a clean, democratic means for a state to make decisions
but they can be used by lazy, or timid governments to pass responsibility for failure
onto the public.
Good example is the NZ Flag. Do we want to change it? "Yes". Here are the top alternatives.

Now given the choice between the original flag and 'A', which do you choose? "Original"

So 'out' it is, without asking the crucial question, "What kind of out?".
Analogy, we're sailing and the seas are rough and the weather is bad so we ask the
crew if we should change course. "Change!" And we ignore that there may
be many worse directions than the one we're on.
